Can't go into 3rd person

Anytime I use a mod, including BP, I am unable to go into 3rd person. I've heard suggestions like try to change the difficulty but it doesn't let me get into that menu while in game. Ive also remapped it so It isn't a keybinding issue because as soon as i play unmodded, I can go into 3rd person. Suggestions?

You are probably logging in to mercenary servers which are 1st person only. Try a different server.
