The downside isn't really crippling,since you wouldn't really be doing shanks,unless you ♥♥♥♥ up your stab.Yeah,it could be increased to maybe 40% faster weapon switch,though I don't want to make it a straight upgrade to the stock.(The damage penalty is only for shanks,which you wouldn't do usually,unless,I said,you mess up your stab.)
These stats are for people who trickstab often.They'll most likely get the stab if they succeed,meaning the downside is non existent.So what they'll have basically,is a stock knife,that they can switch to quicker.

-50% speed for 2 seconds after backstabbing
Basically, it's useful for getting to key targets (like a medic). You can stab engineers, then switch to your sapper twice as fast so you can take out their targets right away. But, on the downside, you move at half the speed you were at, so everyone else can shoot at you. You can still cloak, though.
Not bad,though it's a bit one sided,depending on watch.With the dead ringer,the downside is negated,because you're basically invincible AND invisible to the enemy team.(You don't blink,enemy can't see you,can't shoot you.)
Though with the invis or C&D,by the time you can cloak fully,if somebody spotted you when you stabbed,they could do enough damage to kill you,because illusions don't work,since you're standing still basically.
If the downside was increased to 3-4 seconds,it would be (a bit) more balanced for ringer,though for the c&d and IW,it would be even worse.
It's one of those stats that seems harmless, but in reality good spies would abuse the hell out of it.
like the Bazaar Bargain,which rewards you for headshots.Again,there's always a chance of missing,but at the same time,there's also the chance to miss/screw up a trickstab.
