Feedback
Since you said "Again, its a work in progress. Feedbacks appreciated. " I thought I can drop some feedback. If you feel that this is purely negative: please stop where you are and skip to the last two paragraphs.

First off the short stuff.

Insulation
It seems a bit too high but not that much really. But considering that he always got this (unlike e.g. wilsons beard), it seems too high.

Speed
Speed from upgrade feels just nice. But as a permanent upgrade is feels a bit too great with all the others things he already got and the value (almost 300%) seems way to high.

No Pray scare
Nice perk and very fitting for a plushy. Would be cool if you kept this.

Sanity management
I'm unsure about this, but at least later on you are pretty much at 90%+ all the time when you wear a hat and don't even sleep regulary. The fact that you do not have as much sanity food is really not that important because of his "perk" - the unmentioned one.

Stuffed carrot
For himself, it's ok. It's a cool toy for early game but in late game it becomes a bit hard since you can craft it very easyly and you can flinchlock from afar. There is really not much reason to get the other high damage "melee" weapons and imo not much reason to melee at all - if you got teammates.
For others it's way too powerful. It's at 50% damage of a blowdart (even more for wigfrid and wolfgang) but easier to craft and has 50 times the uses and perma ranged flinch (MacTusk is one of the easiest kills with this). My suggestion here would be to at least lower the damage for other charcters (though wishes does not really need to be "all ranged" since he can heal up very easly and because of his sanity mechanic.) Also it makes bird catching a bit too easy.

Steve
Killing Steve doesn't really have a downside. Yes, you cannot feed him things when he is dead but it's not really hard to get enough fluff. You don't need to feed him 24/7. Only when he dies too much it can become a problem.
Later on you really want to kill him for his loot - way too often imo. His loot seems to be more enciting that the wish to keep him alive after you got enough fluff to survive his absence. Imo there should be a downside for his death.
On top of that, you can abuse him to carry everything non edible (which also makes it impossible to heal him). He carries everything to the camp, then you thank him with a spear...

Death
Wishes is pretty easy to level up at some point in the game (way easier than WX) and gets pretty hard to kill due to his high health and easy healing. Maybe it would be nice if he lost upgrades on death and droped white fluff. Im not saying this because WX does and the mechanic should be equal, but because of similiar reasons. You are just so undieable later on and even if you died: getting the upgrades again shouldnt really take much time, since it's something you usually have in stock / can easyly produce if you already were at a high level.
I'd only hate dying to werepigs then...

Food
"Can not eat regular food coz its a stuffy. If enough people find this too restrictive I will change him to vegetarian." It's not really restrictive but hard to get at start. You can still pretty much "eat everything" and even better. You can "eat" monster meat without the health and sanity penalty - you even get health, so it's even better than for webber. A lot of the "more useless food" like berries and flowers also grant health, making it very easy to heal yourself (too easy imo). Also most of it does not spoil.
At start if can be confusing how you eat and what food is "good" but he doens't really need that much food you know why. The fact that the food give so little "food value" is imo just confusing for newer players and they think "omg, I will soon die of hunger. How do I surive? Impossible" altough they really won't because of his perk. I made this experience with friends too. After a bit you can get enough non spoiling food to survive for a long time without caring.
But there is a catch: you are still almost solely responsible for you own food since you cannot drop Steve and let other people feed him / let him eat by himself. Altough it's easy to get enough food, it's imo a bit annoying that you have to do it almost all by yourself (altough not that often really). In DST you can share tasks, but this task can't be shared, which is a bit of a downer after some time.
Crafted food: Well... there is really not much reason to craft many of the different things. Since tiny fluff grants food AND health... most recipes add a little bit of food and lose a lot of health. And an example: 6 berries either get you 2 pink fluff (40 hunger) or 3 cottoncupcake (45 hunger). And the cupcakes are easier to craft too. And some are a bit expensive for their value: lollipolli... (I know your teammates can eat it too, but they would rather eat the honey).
Also you can eat things like butter. From the code it seems like this is on purpose but I don't really understand it.

Of course after I said all that, steve IS important here (despite what I said before) but even if you lose him a lot (or kill him), you still get plenty of food and can get a big stock easly.
That fact that some mobs drop fluff by itself should imo be just a help if you are at low hunger, got no fluff stock and steve is still dead for too long. Looking your character starve to death slowly would be annoying, so this the drops were a very good idea.

Bunnies
You dont really need bunnies for fluff, just for the crafting. From the description on the mod page you seem to think they have a big focus for the fluff, but they really just weapon and upgrade material imo. Ofc they can give you tons of fluff in almost no time too, but you only really need this if your team doens't kill beefalos and Steven dies a lot.

Rabbit holes
That said: Could you make it configurable if wishes or everyone gets the repice for the rabbit holes (or possible to disable too)? It's a bit weird if noone is playing him but you still can do it. I don't really like it when character mods changes things even when the charcater isn't present. Just my opinion ofc.

Minimap icon
The character is "missing" the red outline/background that others characters have got. This is usualy done to make the character easier to see on the minimap. It's your art and your choice but I just thought I should point that out.

So I'd say that 1. filling up hunger is quite easy 2. you have a great ranged weapon, which means you won't really get hit that much during hard encounters 3. combined with speed 4. combined with high "late" game health 5. easy healing food and 6. no inherent sanity problem with monsters.
Imo he's really too durable in all 3 stat aspects and grants his team a too powerful weapon.

Saying all that it seems like im bashing the character and don't really have anything nice to say about it. I would not make such a long feedback if that would be true. Altough I mostly stated what is too powerful, most of it are really just numbers.
I really like the concept, art and gameplay of Wishes and it is imo one of the most original characters. He really feels like a character that is nice to have around: eating his own things, making a unique weapon for the team, getting Punny puffs without caves, ignoring some things others don't (,beeing a plushy). There are a lot of sentences what feels "odd" about the character, but thats because the things that are already good and balanced don't need that much explanation I think.
So this is pretty much feedback to the edges he seems to have in my opinion. The only thing that there is besides "numbers" and food design is: He has got a great ranged weapon altough he doesn't need to be ranged because of: sanity, health, healing. It all seems a bit much - not number wise, but in design. There got great perks for a melee/all fighter character and then the ranged weapon and speed. Combined with his damage mod he even seems more like a "tank".
And the things with steve.
So except these two design thingies, it's all really just numbers.

There aren't really many suggestions here, mostly feedback but you are the designer and it's your character (and you asked for feedback, not for suggestions). Don't know if you want suggestions at all.
And please make a singleplayer upload of wishes :)
