I got some nice stats being it is a short range welding torch and all.

-70% range
-3 sec of afterburn time
-50% afterburn damage
-no airblast
+50% damage
+repairs 10 hp per second to buildings

It makes it more of a support flamethrower with amazing ambush capabilities if you can get really close to your target.
