Mine are: +20 damage penalty, -10% ammo on wearer, wearer gets on 10% more damage

No, its not another Tomislav, the Tomislav is inspired by the Thompson, which was an American submachine gun, while this is inspired by the PPSh, a Russian one. So, YES, it is awesome, because it fits with Heavy´s theme and background.
