snap doesn't seem to work on 1.4

Installed this mod on 1.4 everything seems to work except the snap holding down ctrl doesnt seem to do anything.

Any ideas?

Do you have "Toggle Snapping" enabled? Precision Engineering's snapping won't work unless the default snapping is enabled.

Where is this setting? I can't seem to find it.

Snapping works when I disable the mod.
