Lots of effects, huh? Might seem a bit OP, but I literally thought of these as I was typing this.
I tried to make the Negatives balance it out, but it's kind of hard to offset 9 rockets. (Heh, get it? Because they're heat-seeking... heh, okay I'm bad) Here's a backstory I also just thought of.
The previous owner of this death machine was actually the main character in the Desperado movie! He sold it to you for $5, for some reason, but you're so cheap you took it anyway! Heavy would've used it, had you not modified to shoot ROCKETS instead of bullets! You sort of just crammed as many rockets as you could into the case, which shouldn't be very effective. But hey, it's better than what Heavy would've done with it: used it the way it was meant to be!
No rocket jump! Heres my ideas
When fired makes sound of musical instrument

cons: -10% projectile speed +25% self damage

Taunt involves Soldier playing air guitar

like the baby face has a boost meter when achiving 1000 dmg you go as fast as normal scout (so like the scout you have to have acouple of hits) and you only get this from shoting the rocket launcher and if you drop below 50% health you lose it. (rockers got to avoid that paparazzi)

bouns: taunt is either
A: pulls guitar out of case and plays Acoustic Guitar rift if not dominating, but if (you are) dominating plays Electric Guitar rift.
B: does the same as A but instead of pulling guitar out just plays the case
and a little hint to you people the soilders (hardcore soilders) would ♥♥♥♥♥ to the point of this weapon being re stated if you completly remove rocket jump trust me.
all a player would have to do is go to the center of the map and shoot his rocket at the ground once every body on other team dead instant at most 16 steam hacker complaints. ultimate troll
wearer is immune to minicrits

hey one other person who doesn't want to neuter the soilder's main playability (removing his [because of the distance] speed [technicaly a good ass soili is atleast 2x faster than a scout,so is a good demoman]
