This sounds odd... Did you perhaps click Spectate? Even if not, you can exit spectator mode by clicking Join Back where the spectate button was. And when changing which gametype (gamemode is you touched it last, gametypes are the ones inside it like Bomb mode) you need to click Restart Round to apply it.

Gamemode start command ....? What?

I'm not sure what you're imagining, but you just need to launch the gamemode in a map of your choosing, and then the moment a second player joins the game, it will automatically begin.
