The citizens was not shooting

i played this map with underhell sweps and one issue they dont shoot me i did not put ignore players on comment down below of this

Maybe Inpc or another enhanced intelligence, or just a glitch with the map since they are actual citizens and are not reskin combine. If not any of those i'm not so sure, past these months since this post hopefully you fixed it!
