I find myself having the exact same problem. I have never picked any paydata up because the game simply won't let me. I didn't start as a decker, in case that helps

It's possible that you don't have enough MP in your deck for the file.. Even tho you can get up to 7 files.. each file take a random amount of MP of space.. and the starting Deck doesn't have much space. Try upgrading your deck storage, maybe that could help... I had the same issue, till I got a better deck, and upgraded the storage to it's Max.

I replaced the paydata with a slightly more flexible system. One problem I did not fix was the new system has larger files.

I spent several thousand to raise my starting deck to full capacity and still can't download a thing. This is terrible.

Any chance it it going to get fixed ? Decking is Completely broken atm ...
My bad actually was able get 1 file ith maxed storage !
Still with a turn in rl with that debug character after every matrix turn is Incredibly Annoying...
