It should be 28.6% at electronics 1; 43% at level 2 and so on up to 100% at level 5 for "most" places, I think. I didn't factor in Enderdyne, the Redmond tenement, Puyullup gang hangout the private hanger, and such places You only hit once or probably aren't to yet. It's also good for locating run targets and a few other things.
