im thinking you get fast recharge rate (4 per cookie), you can carry 6 cookies
each cookie heals 10 hp, but the real effect comes in that if eaten or tossed it stops jarate, fire, mad milk and other type of effects.
it eats fast, charges fast, but heals little. if you toss it heals 10 hp.

"nervous eater"
you get 3 cookies and each one gives you a brief speed bost like with the knuckles after you hit someone while eating the cookie.
the cookie only heals 15 hp per cookie, but grants a 5 second runaway speed boost
(no over heal, and each cookie charges the same speed as the steak.)

and if not, then chocolate bar reskin

why not a russian roulette thing? three fifths of the cookies are regular chocolate chip cookies. these work like regular sandwiches. one cookie is a milk drenched chocolate chip cookie. lets say 10% boost to damage, damage resistance, speed, healing done to you,and a refill to your cookie meter, but the last cookie is a raisins oatmeal cookie. this brings you down to one health and down to zero if you dont get health in 5 seconds.

i mean raisin oatmeal cookies are pretty disgusting but thats a bit extreme

+On eat, remove All negative ailments and heal 60HP (a small health kit)
+Alt-fire to drop a medium health kit. Can hold 3 at once.
