It's the ultimate efficiency machine, next to the Hitman's Heatmaker. If put in the hands of a good sniper, these could be really OP stats.

This could be a good weapon in the hands of a new sniper, and if you're an experienced sniper, you could really hurt the enemy team with this thing.

First, The Pros:
Since the name is the Heavy Duty, lets give it something that reflects it's name and intention.
+15% Damage - This thing is going to be power based, so we need to have something that remains constant between scoped and unscoped shots. to keep it fair, we're staying between a 10 and 20% damage increase.
+On Full Charge: Deals knockback on hit - This can be attributed to the name of the weapon. Full charged shots, if they dont kill a player, will certanly knock them out of the way, or at least slow them down.
+Ammo comes in Clips of 5 Bullets each - I'm Taking a page from everyone else's suggestion to add this, and it seems like a good idea, because This allows the sniper to get a few shots in while zoomed in without having to reload.
The Cons:
-10% Headshot Damage - This is a counterbalance to the increased damage and the knockback itself, however, this is more of a pro, because this means that you can assuredly Blow away an overhealed heavy if your headshot doesnt kill him.
-20% slower charge rate - In order to make the knockback fair though, the charge needs to be slower, thus giving longer intervals between shots, and making sure that you cant juggle like most asswipe pyros do.
-30% Slower reload speed - Look below for the explination for this one.
-20% Ammo Capacity - To combat the Clips, we're decreasing the reload speed and the amount of ammo you get by 5. This way, you can treat the weapon more professionally rather than just taking 5 shots and then reloading in the blink of an eye. The reload speed in my mind will be a little slower than reloading an Ambassador.
