It looks like the Mosin Nagant,RUSSIAN BOOMSTICK!
I WILL BLOW UP PEOPLES HEAD WITH THIS IF I GET THE HANDS ON THIS ONE!

This looks like the guy with the metal teeth's rifle "Enemy at the gate." It's either his or Major Konig's

Its a model of a cartoonish mosin nagant which is what they used in Enemy at the Gates its scope looks backwards because its a PU scope

Yeah, It's essentially just a stylised Mosin-Nagant 1891-30 sniper variant (the correct downturned bolt handle is a nice touch), or possibly an M38, given the proportions, fitted with the PU 3.5X scope (due to the style of TF2, it is oversized) and classic cloth-wrapping camo. The originally cited similarity is due to the basis of both on the same weapon.
