I think the stats should be: 30% more damage and 90% less afterburn damage.

While deployed, you are marked for death and a short bit after, but you also have a 5% speed boost, and 20% more dmg

As its a hose, it should be able to put out players on fire with water by pressing alt fire. It shouldn't be able to air blast though.

Bonus on set: +10% more damage to normal pyros, -10% speed.

Nobody is saying that they hate pyro, marked for death will make it fair for other players to eliminate the player using the set, meaning that people will feel that everything is balanced, also, Valve never reads these discussions, just if you were wondering.
