under Adventure Trait you find some. If your trait is high enough you have a chance to avoid the worst out of bad weather.

How did you even get past 7501 troops mine seems to be stuck on that can't get any higher....

I'm not entire sure about it, but I think with more towns you can have more troops. But maintaining won't become easier.
