Workshops
when i have enough money to buy a workshops for citys and harbors it says i need 5 relation, how i get that 5 relation or do i just need to have the 5 relation with the guy that owns the city

When you enter a city you can see your relation with the city. You can increase it by doing positive (+) missions in the city.
