He's saying valve doesn't add knife skins to the game only community GUNS get into the games and not KNIFE skins

The only reason valve doesn't want community knife skins in the game is because 1. People only make really good looking knifes 2. people would be making so much money off of valve and if many knife skins of theirs were added valve would basicly be paying some random person tons of money over time

Having community knives in the game is bad for valve. They get alot of the cut when you sell a knife on the market, having too many knives decreases their overall value in which decreases the cut that valve gets.
