Simple: It replaces the MEDI GUN and it heals who you shoot. Does less damage to the enemy and causes bleeding (like scout christmas ball batt). Tweak firing speed/accuracy so it's not super OP.
Builds Uber Charge by healing or damaging and the uber causes double healing and mini-crits from your target or mini-crits against an enemy. So it combines some of the quick-fix and the kritzkrieg with the added challenge of having to aim at your target.

this isn't a stats thread,I just wanted a mod to repace one of the normal syringe guns with this one
