Not all buildings loaded
Resumed my city tonight after successfully using theme manager to create a UK theme last night and now the theme is highlighted yellow and when I try to activate it, it says "Theme may not work as expected. Not all buildings loaded"

What would cause this issue?

You have to enable European/Vanilla theme in content manager in the main menu. It's written in FAQ
