Are ghosts around before you start the generators?

I'm wanting to do a couple of things (set up cameras, etc.) in this map before I actually want to play. To do that, I want to leave the power off so that the ghosts and stuff don't spawn. Is this what happens, or do ghosts appear even when the power is off?
