(Unit) Troop carriers on land and sea. Would move faster than embarkation or just walking.
(Building) Genetic Modification could change your soldiers. Maybe a special promotion is chosen from a list when a genetic lab is built. Some wonders do this already.
(Unit) Robots, Mechs, AI?
(Unit) Wizards or something magical would be interesting for a dark ages/medievil era
(Unit) Some kind of Satellite layer like in beyond earth would open possibilities for many units.
(Terrain) An update to railroads. There are airports already, but I dont remember if they create trade routes between cities.
New Natural Wonders would be awesome, though I know you are focusing on tech not terrain.
Some kind of terraforming would be interesting if you could implement it.
New resources? With new eras and techs, new resources may be needed to build units.
Revolts in your country, even having whole cities secede and turn into independant states.
The ability to break UN Policy acts, such as a embargo with huge negative diplomatic penalties.
Land transport similar to the carrier except for infantry.
All ranged units having at least 2 range.
Make trading a bit more important and have more trade routes.
I would also highly advise to change around some Civs UA's, UU's, and UB's. Some of them just such, while others are rather insane with versatility (Looking at you poland)
More diplomatic options, expanded diplomacy. We only have Friendship, Denounce, and War for major diplomatic options. It'd be cool to see something like Raiding where you can raid a Civ without declaring war for a warmonger penaties and other such things.

1. WHO: World Health Organisation which will deal with any sort of famine or food shortage and will provide population growth benefits
2. UNSC: United Nations Security council which can lead to powerful autocratic advantages such as space militarization or war crisis handling between 2 Civs
3. DDC: Doomsday Council which will deal with nuclear proliferations such as nuclear disarmaments for Civs who have already created nukes, a Missile shield pact which a Civ can obtain to block any missile attacks (makes combat more fairer for weak civs without Aeronautic techs)
4. SPECPOL: Special Political and Delocalization Committee: Will deal with who all can have access to strategic resources such as petroleum or uranium (strategic resources can be different also)
Usually once we enter the UN stage, the game becomes very predictable as we know what can happen with upcoming sessions, but if sessions were divided between some bodies, the gameplay can become more strategic and very unpredictable. Im not sure if you will take my suggestion into consideration, but if you do, ill try my best to gather as much information as I can regarding the bodies and their in-depth works.
