The condition to unlock pirate merchant is in the main page description :) All you have to do is to create 100 gold coins.

It's not working for me either on pc, I'm doing exactly as I'm told (1)x2), but it just won't work! (Nevermind, I found a guy and did 1 twice, he had "GC" over his head and an item floating under it. I guessed that was the price of the item.) Gj making this!
