Boolit won't work because "I'm not an admin" in single player

Npcs to not use boolit

I would really like it if only players could use boolit while npcs can only shoot standard bullets. It's hard to wreck striders and other combines with the "boolit rocket" command when they start mauling you with rockets at sight.
