List Issues - Can't learn the engram
List Mods - Aku Shima + Phiomia Fiber
It would seem any item requiring already learned engrams doesnt allow you to learn.
Master Item Lists are only there to cheat in items, the additional engram list adds new items to the game without fiddling with the core items that are required by other games, these engrams will load in and bring all the new items and functionality without impacting with other mods.
Remap Engrams will however delete original core items, for example there are 4 mods out there that remap the mortar and pestel, this is because people believe chitin paste is too expensive, because of that remap there is no vanilla mortar and pestel, so that mod can not be stacked with other mods.
If this mod tells you that you did not learn Mortar and Pestel with that character, that's because you have learnt a non vanilla version of that item, and you can't use that character who has a non vanilla engram, because it was made with a non stackable mod.
The requirements is not linked by item ID, nothing in the game is linked by item ID, it's linked by actual real files, and locations in the code.

So if your engram for mortar and pestel is linked to a non vanilla mortar and pestels files, and not to the core ones that Studio Wildcard has made, this is a problem and will not stack with any other mod that overhauls a mortar and pestel or requires a vanilla version.
If you have learnt something but the mod says you have not, then you have a custom version of that, and stackable mods won't work well for you.
Okay, I have your mod in there with 2 others, your one is the 479295136, It works but when I go onto multiplayer I can see the engrams on my server, but when I click "Learn Engram" It don't work, I'm going to try swithing DinoOverHaul over, to an ID then making yours the starting ID.
