I was thinking:

The C.A.P.P.E.R

Does not require ammo
No reload necessary
Projectiles penetrate players
Deals only 20% damage to buildings
Projectiles can be reflected

Deals the smae damage as Righteous Bison and same projectile speed.

except its a hitscan weapon. hitscan weapons cant be reflected.

not to mention that, with those stats, trying to reflect anything would end with you reflecting a single projectile and getting 5 right iny our face before you could reflect the next one.

+right click to change modes from Freeze laser to fire laser
+Charged shots over 50% thee freeze or burn your enemies for 2 seconds
+ When you charge a shot over 50% on an engine it steals all their metal
- 90% damage penalty
- 30% less healing from medics

Pros:
Weapon has 50% larger magazine
Fire rate goes up as you fire the weapon

Cons:
Weapon cannot deal crits, instead does random mini crits
Weapon reloads slower after rappidfiring the weapon

-hold shoot button to charge shot for +30% damage
-charged shots have +5% bullet travel speed


Cons:
- Minus 35% fire speed
- Minus 35% bullet travel speed
- Can be reflected
- No random Critical hits

I don't think you know how guns work in this game. Bullets in TF2 are on a hitscan system, meaning that bullets hit instantly, and have ZERO travel time. Projectlies, such as rockets and arrows, DO have travel time.
Ok, lasers dont get pushed around by airblasts they get pushed around by reflective surfaces. Dont you watch cartoons? Anyway, It shouldnt be airblastable, and it SHOULD require reload. If you look in the pictures on the workshop page you will notice there is a reload animation. I agree with the "It shouldnt require ammo thing" but the building thing? Who is going to go as a scout or engi to take out a sentry with a pistol like wep? Thats has to be changed. Pentrate players... mmm...I guess but thats can be taken off if the negative stats get too low. And it shouldnt work like the bison. Bisons a bison, this is the CAPPER.

Here's a good stat idea:

Pros:
Requires no ammo
+30% faster rate of fire (compared to bison)
+20% faster reload (compared to Bison)
Can hit M2 for a over-heated shot that deals +50% extra damage
Projectiles cannot be airblasted

Cons:
-50% clip size (compared to pistol)
Over-heated shots have an additional 30% damage falloff for every 500HU it travels
Over-heated shots empty the C.A.P.P.E.Rs ammo reserve
-30% reload speed when reloading an empty mag
When a projectile bounces it instantly loses 15% damage
Normal projectiles can be reflected by a wrangler shield, dealing no damage

Neutrals:
Fires projectiles that move at the same rate as the Pomson
Projectiles deal pistol base damage with pistol falloff
Projectiles bounce off of non-player and non-biulding surfaces
Over-heated shots do not bounce

+Jarate effect on disguised / invisible enemy Spy
+25 HP

Cons:
-magazine size 4/25
-Projectile speed is the same as righteous bison
-50% firing speed

Great idea but the stats are over powered, needs to be balanced so it's useful for both intended classes.

How about this hybrid idea of Comet's and M0j0bowling ideas with a tweek:

Pros:

Also Simplify a long list of stats makes it easier for Valve to choose stats for this gun.

Um soldiers default secondary is hit-scan why would scout and engies equivalent of the bison be any different?
I think this gun should have pathetic damage... But knockback abilities, It's for that pesky soldier around the corner taking potshots at the sentry
