What setting is causing this? Its boring as hell.
I just played my first game with Barbarians Evolved and one thing I noticed is that for a long time the Barbarian Civilization had the top military score. Given the way the AI thinks about warfare, it may be looking at that and going "My enemy has more army than me. I'm losing, really losing. I can't afford to declare war on someone else when I'm already losing so badly here."
Perhaps a game without the civ (if you haven't done that) would get rid of that?
