The only time it does load is when you give them the leader of another civ that's already in-game... which obviously makes no sense.
so I've been thinking, is there any way to disable the popup of Barbarians' Leader Scene when you click their city banner, which will make this mod more perfect?
I wouldn't know how to disable the popup. Perhaps there's some in-game event you can override, but nothing caught my attention at the time.
The most workable alternative is to actually put a Barbarian civilization in the game as a "major" civ and give them all the spoils.
