Fix Captured Units
I absolutely love this mod, first off. Great work. No problems except how they deal with captured workers and settlers.

I am playing a game where the barbarians have captured Mecca and have another nearby city. The bastards have a large continuous border! Heh. Anyway, they are fighting like the dickens but seem to go full potato when they capture workers/settlers. They are trying to bring them THROUGH my line of units presumably to get them to camps on the other side of the map.

Why can't they just be satisfied with keeping them in their own borders or maybe in the cities?

I also have some ideas:

1) When they found a city or capture one, have all surrounding territory covered in encampments equal to the city population (less 1). If you crush one of them, the city population dwindles by 1.

2) Make them be able to utilize captured workers to produce any land improvement the host civ can produce but slower. (They are slaves after all)

3) Make them be able to produce units utilizing strategic resources in their territory. I dunno about airplanes though. That might be...silly. ;)

Unfortunately I can't fix what the Barbarian AI does with the units. Yes, they run them to Encampments - even if that means they run away from their own cities!

Barbarians are similarly too stupid to improve their territory - strategic resources or otherwise.

More bad news. Encampments CANNOT survive inside civilization borders - including Barbarian borders! It's ridiculous, but I can't spawn Encampments inside Barbarian territory. The camp instantly disappears.

None of this I can change without modding the DLL - which would make it incompatible with lots of things.

Given there is a mod that allows CS to build/use settlers, could that be used as a basis to allow the Barb civ to use settlers?
