ok i fix it, it seem that the game doesnt have the "Load order" mode so i have to install appearance.2da manualy in the Override folder from the Steam Workshop

To people how dont know ♥♥♥♥, how do i fix the missing IS-18?

Hi there, I've got the same problem, ive put in the correct code but because the droid isnt there I can progress.

I dont have any mods installed (apart from TSLRCM) and I've tried unistalling and reinstalling both content mods and he's still not there. Ive got a quick save outside entering the insutrial zone that I've been using but he's still no appearing when I go back in.

Would appreciate any advice!

Try removing TSLRCM's appearance.2da, if you really have no other mods. Also make sure on that save you never entered the industrial zone.
Does that fix it?

Well, the only other option is... you do have other mods running. So you probably should find out which ones.

Thanks Hassat, I dont have any other mods running, i've done a full re-install and it's still not showing up. I've also got problems with the journal, the M4-78 quests appear blank. What are your thoughts?

That is also caused by conflicting mods btw.

Hey im having the same problem, IS-18 is missing, i have no saves before this planet, but i have no mods installed besides this planet and TSLRCM
