Okay, a lil tip to save on file size: delete all untouched lines in the table, the only line in there should be [SHO]_Portuguese_Land_Sold and other then that, you could rename the modified table from building_levels to something like greg_building_levels because that one is a tradition of some kind, it probally also prevents conflict issues with other mods that work in the same table. It's also nice to name the pack file to something other then Demo.pack because that's the thing ppl choose to enable/disable in the modmanager something like burn_the_portuguese.pack or demolish_leased_land.pack other then that you are doing a very nice job.
