I'm just leaving this here because I always forget how to do it when I've been gone for a while, and also I've only ever seen this fix come up, like, once on the internet and I haven't been able to find it again; it's probably buried way back in the comments either here or on the Nexus, somewhere. The throttle tends to get stuck if you activate it too quickly during the TARDIS flight quest. To unstick it, you:

1) Open the console.

2) Target the throttle. Aim for the upper part of the handle, otherwise you might accidentally target the console and once I accidentally disabled the TARDIS that way. Aiming at an angle helps.

3) Type&Enter: SetDestroy 1

4) Type&Enter: SetDestroy 0

5) Your throttle is now unstuck. Celebrate by slaughtering some bunnies or something.

Things you do not have to do: Reinstall the mod or wander around the TARDIS hoping you're close enough to a rift that it will charge up over night. Just the console. The console will save you.
