I can help, I've done ones like these.

What you need to do is make your desired texture in a tool such as photoshop.
Then, go to files and go to C:\Program Files (x86)\Steam\SteamApps\common\Team Fortress 2\tf\custom
Place a file in there called whatever you like.
Make a file in that one called materials.
Make a file in that one called patterns.
Use tf2sprays.com to convert the desired image to a .vtf file.
Rename the file to whatever the desired texture to be replaced is called. In the case of Citizen Pain, as it's team colored, you'll have to do both files, 2fort_signage_red and 2fort_signage_blue
If you like, you can only do one of them, which allows you to make the other team color one to be completely different, or if you want to keep one but not the other, etc.
Anyways, once you've done all this it should work correctly. Cheers!

You want to make sure your texture can tile, as in if you place it next to itself it should look like one big image. You can also download VTFEdit to turn your tga files into vtfs. Then rename it to whatever pattern you want it to replace and put the vtf in tf>custom>tf>materials>patterns

True, true. I find if you want to base it on one image with a background, like say, my profile picture, you would want to use the official citizen pain skins as an example

is there a specfic way your supposed to name the vtf file ive named the image i wanted in the files to brick house and citizen pain and neither have worked

You need to name them to what the textures are named. Citizen pain's are 2fort_signage_red and 2fort_signage_blue

Pretty much Any non-valve server works. (Valve has sv_pure_2, which makes their servers disable mods and sprays)
Most community servers work.

I have a thing downloaded that has all of them for me.
