Report a translation problem
What you need to do is make your desired texture in a tool such as photoshop.
Then, go to files and go to C:\Program Files (x86)\Steam\SteamApps\common\Team Fortress 2\tf\custom
Place a file in there called whatever you like.
Make a file in that one called materials.
Make a file in that one called patterns.
Use tf2sprays.com to convert the desired image to a .vtf file.
Rename the file to whatever the desired texture to be replaced is called. In the case of Citizen Pain, as it's team colored, you'll have to do both files, 2fort_signage_red and 2fort_signage_blue
If you like, you can only do one of them, which allows you to make the other team color one to be completely different, or if you want to keep one but not the other, etc.
