"Hunt down XYZ in ABC town" Isn't working?

I get there, take a walk about, bunch 'o random NPC's walking around and none of them seem to be the person I'm looking for? Can't even find the elder :/

I've found it quite difficult in some villages to find the elder. I have managed to find the elder and the nervous man every time so far, though. It's definitely more of a search than in native M&B though.
