In the MRRad Smithy, items like Paper and Steel are saying "You must learn this Engram before crafting it", but there is no learnable engram for them. I disabled all filters and enabled them one by one to see if they would pop up but they seem to be completely missing.

Edit: The wording on the website was a bit weird, but by enabling "Folder View" and "Show Engrams", you are able to then go to the respective folder and craft the resources.
