We have almost completely searched 2 towns, the logging camp and a warehouse district for cement and none is to be found?

I understand the reduction of cement locations so things aren't so esy to just tada it'smade (if this is the case) but damn, it's gone a little to far

any suggestions as to the elusive cement location? :D
