Can't recruit in my town.

As the title says I just sieged Sargoth I think is spelled and became King of my own faction. But I am not able to recruit I even hired the justice commissioner but I only get like a dialogue which is something about funds and what not. What can I do? I also have a♥♥♥♥♥♥ton of funds in the treasury.

Town management>recruitment
although you need to have biuldings allowing you to recruit some better units
