Dips in the 20s with a i7
I did the test with a i7 7700k gpu gtx 1050 ti
16 gigs of ram windows 10 But in that smoke area it drops in the 20s any idea why

20 FPS? I can't get above 15 during the testing. 10 is my average, and my FPS goes to 2 in a smoke.

Something isn't right there. Make a backup of your config first and try with a fresh config.
C:\Program Files (x86)\Steam\userdata and the number is 730 you want to back up.

If it persists, reinstall Nvidia Drivers
Still persisting, reinstall Windows.
