No one will come to invade your town, all the fort buildings are entirely optional.
Soldiers / fort buildings / weapons are just another way to use and produce resources in a warlike-way that relies on your imagination. You can get an idea of what the buildings in the fort set do by having a look at the fort section[colonialcharter.com] of the wiki.
Secondly and most importantly, it simply can't be done. The modkit doesn't allow changes to the citizen AIs or adding events with extra "people" trying to invade your town. The only creatures you don't control directly are passive nomads, traders and animals. Nothing can be done to add agressive NPCs. Only way to add danger is to tweak disaster frequency or make buildings with higher mortality rates.
I really really doubt he'd feel like reworking the game engine or AI.
To me the decorative canons and fort pieces and buildings that simulate gaining resources by warlike activites are more than enough. I have no interest whatsoever in adding a level of threat / risk from a real combat system in this nice peaceful little game :)
The AI can't be modified, events can't be scripted. The only "people" you can have on a map are your own villagers, nomads that are passive unless you accept them, traders that are passive, and animals that can be killed by any hunter.
