Either something recently changed or Spinosaurs are excessively rare, the only spawns I've seen work are the north east corner of the swamp right up against the ocean and the end of the fake river under the floating island. No other spawns have shown signs yet of one and at tops I've seen two total at a time, at one or the other spawns. This makes finding or taming a strong one extremely luck based.
