Eh, what the hell. Make this thing a super shield with its own health. The reasoning behind the health kit repair is that the Soldier or Pyro might use gauze inside them to repair it, though they work on the percentage basis as well (i.e. a small health kit only restores a small amount of the meter, etc.). And, yes, dispensers would repair it, but Medi-beams nor sandwiches would affect it.
