on equip:
it increases melee damage by half
restricts melee weapons
speed penalty
reload speed penalty

secondary attack:
slow pistol whip
cooldown timer

(no need to switch weapons)

cant choose other secondary or meele weapon
Secondary:
2/12 ammo
+35% damage
-25% firing speed
-20% reload speed
+30% bullets damage taked
Meele/No Secondary Ammo:
+20% fire speed
-40% damage
cant choose meele when the secondary have ammo

Short, balanced, and interesting stats:

(!) Reloads all of clip at once.
(!) -20% Reload speed

Pros:
+25% Damage
+20% Fire rate
On kill, you gain 25 HP back.

Cons:
-50% Clip size

Sterts suggestion:
-50% Clipsize
-20%Firerate
+30% Damage
-Melee not equippable, current melee passive effects still inplace.
+This replaces melee with -25% Swing speed and +10% Damage
+Rclick to switch to melee mode
+Ranged kill restores +3 Rounds, Melee +6.
-Must hand load rounds.
A secondary revolver.

-Can Only Melee when out of ammo
-No ammo from spawned packs
-Cannot be ubered while melee
-No Melee Slot
-Ammo cannot be picked up after killing someone for 3 seconds
-25% Fire Rate
-No Ammo From Dispencers
-20% Slower movement speed while meleeing

Essentially what this gun will do is encourage scouts to either 1, Take their time to aim before they shoot. Or 2, Use their melee to dish out some brutal damage. They can only melee when they're out of ammo, so no hitting someone once and then pistoling them. You only have 6 shots which do 121 dmg on each Up-Close shot, They fire slower and take place of the melee. But you can essentially have unlimited ammo as long as you're killing people.

It also gains a speed boost and no ammo collected once you've killed someone, and don't allow ammo from packs nor Dispencer. This makes getting ammo a LOT harder, but with such brutal damage (70, but faster swing speed) This makes the scout a quick killer. You also get a speed boost when you've killed someone, allowing you to run from 1 enemy to another, killing them without any kind of fuss. But not go around instantly killing scouts (Due to 20% Movement downgrade, making you as slow as a engi.) But overall i'd really like to see this weapon concept added!

Personally I'd like to say it'd be somewhere in the ballpark of:

Pros:
+20% Reload Speed
10 'Bash' per hit *50 max*
Melee damage increased by 20% per 10 'Bash' *At Full Bash, you will INSTAKILL most classes*

Neutral:
Replaces your Melee weapon with Pistol Whip
Automatically switches to Melee upon running out of ammo
Alt-Fire: Fires entire clip *6 shots = Max Damage on each bullet*

Cons:
Melee marks you for death
-50% Max Ammo
Alt-Fire causes shots to go a few degrees around the crosshair *like the Beggars*

Cannot equip a melee weapon.

Alt fire: Does a melee strike which does the same damage as bat.

for the melee part: -50% damage Stuns opponents when attacking from behind.

The gun: -20% clip size (4 Bullets)

On hit: speed boost for 2 seconds

on kil: Increases duration of the speed boost by 1.5 seconds

Otherwise acts like a revolver
