-20% Damage on non-critical damage

The slow effect seems balanced, but what if you are trying to get away but you want to kill along the way.. A better debuff might be that it makes you unable to disguise for the next 5 seconds?
The less non-crit damage is good... *cough* facestabbers *cough*
The unability to disguise for 5 secs would be a bit...weird on this "knife"

Wearer gains 10% speed
-20% dmg resist
-10% attack dmg
