Google suppressed weapon videos and you'll see that they still make considerable noise, albeit significanly less distance of sound travel. I would say that you'd definitely hear a suppressed 9mm a good city block away on a quiet zombie day, which is significantlydifferent than bearing it a mile away unsuppressed.
I think it would require a significant overhaul to the ammo crafting, where a new second type of ammo is used for each pistol that adds as a multiplier to the weapon sound, as well as the suppressor attachment.
I'd say factor in the current weapon's sound, and then multiply it about 0.5 with a suppressor and another 0.85 with subsonic rounds. Each item by themselves doesn't make a large difference, but together would be a very great combo, while retaining a significant sound still.
Some rounds like 5.56/.223 would be louder because their velocities are so much higher. 55gr 5.56 (5.56 has a bit higher velocities and higher chamber pressure but is almost entirely identical to .223, except for 1 or 2 small differences in case dimensions) hits around 3000 fps out of a 16" barrel. The speed of sound at sea level is roughly 1130 fps at 70 degrees F. So you'd have to shave off almost 1900 fps by either downloading the cartridge (lessening the powder charge/changing the powder type) or increasing the bullet weight (which is impossible to sufficiently accomplish with 5.56 because the bullet's size would have to be increased more than reliable feeding in the semi-automatic rifles that make up the main application of the 5.56 cartridge would allow. Thus, the cartridge is simply downloaded and the power is basically that of a subsonic .22 LR cartridge because it has a very similar weight as those..
Ever play Arma? That cracking noise when the Iranians/Ruskies/Greeks are shooting at you (And missing because they are wholly inferior to the USA) is the bullet breaking the sound barrier as it passes you. That crack is just.. Really really loud, yaknow? It's not hearing safe by any means and it's a lot of the noise that is heard from the gun. So if you get rid of that, the suppressor will definitely be much more effective. Suppressors like the Silencerco Hybrid 46 are multipurpose and do a really good job of making multiple calibers quiet. The rating on that is 125 dB for 9mm. It can go up to .308's with 16" barrels and can also suppress .44 mag, etc.
Personally, with suppressor experience, I'd say reduce it by a factor of 70 percent with suppressor and then 85 percent with subsonic and suppressor. It's definitely much quieter with a suppressor and then even more so with subsonics.
