It takes longer to stop firing, depending on how long you've been spinning the barrel.
Example: the barrel reaches it's max speed while spinning, (you've been firing for about 4 seconds, the barrel takes 4 seconds to slow down and let you switch weps or move at norm speed.)
The idea is that the Cerberus is a weapon that is best for defending hallways or other areas. While using this weapon, think of heavy as a sentry. No one is going to be able to get past it if he's built up his max firerate. The Heavy is not meant for moving around with this weapon, and while it doesn't decrease his speed while the barrel is spinning, it takes longer for the barrel to stop spinning. And the silent(ER) spinnup is to trick foolish enemies into walking into your field of view. It's better to wait at intersections and suprise people who don't hear your minigun spinning. Or you could just sit on the point with a pocket medic and mow anyone down if they come try and take the point.
