I am not sure, if everything im telling you now is true, but at my server (Rising Dragon; 84.200.27.229:27456) there doing so...

First all Cheats:
Random Dragon - cheat summon Small_Dragon_Character_BP_C
Dragon with Level 120 - cheat SpawnDino "Blueprint'/Game/Mods/Dragons/smalldragon/small_dragon_Character_BP.small_dragon_Character_BP'" 1300 1 1 120 (The "1300" is Distance of spawning, away of you, where youre looking at. maybe 200 = as high as a wall.)
Dragon Egg - cheat giveitem "Blueprint'/Game/Mods/Dragons/SmallDragon/Egg/PrimalItemConsumable_Egg_SDragon.PrimalItemConsumable_Egg_SDragon" 1 0 false
Dragon Egg Fertilized - cheat giveitem "Blueprint'/Game/Mods/Dragons/SmallDragon/Egg/PrimalItemConsumable_Egg_SDragon_Fertilized.PrimalItemConsumable_Egg_SDragon_Fertilized" 1 0 false (if you drop them, they dissapear, but after i mated two dragons to get a 'non-cheated' Fertilized Dragon-Egg, i can drop the cheated ones and they didnt dissapear, but incubate at Lvl1)
Dragon Saddle - cheat giveitem "Blueprint'/Game/Mods/Dragons/SmallDragon/Saddle/PrimalItemArmor_Small_Dragon_Saddle.PrimalItemArmor_Small_Dragon_Saddle" 1 0 false
Dragon Helm - cheat giveitem "Blueprint'/Game/Mods/Dragons/SmallDragon/Armor/Chitin/PrimalItemArmor_Small_Dragon_ChittenHelm.PrimalItemArmor_Small_Dragon_ChittenHelm" 1 0 false

Dragon Spawning on the Center
I thought also, there do not spawn wild Dragons, but after i spawn a lot of them (want to find the best colour :D), i just see one wild dragon, but i used the lvl-spawn command. Here you get a small overview of there (good) colours

(And this Dragons are able to do the Moonwalk :) walk backward and use shift/sprint)
They can grab all upto a Mammoth (like a quetzal), but not the Paracer.

I hope most questions are now answered and didnt forget any Cheat for this mod
