Help level is stuck for dinos

It is rather a question needed to be answered and i didn't see anything about it like is it on purpose that if i spawn with a dino it's stuck (normal with 120 max level at level 5) and even if i increase the max dino level to 500 it goes up only to 16.
As I asked is it on purpose or jsut a bug?
Anyone else experiencing it?
