Im running this mod on my server, and I've noticed a lot of player dino options have this problem where they consistantly spawn at level 10 every time. Not all dinosaurs do this. The server settings have wild dinos max level spawn to be 300, and it's rather frustrating for players who want to play smaller or less tanky creatures. This includes me, I want to play as the ravager, although it's basically impossible when every time I spawn as one it's at level 10 and the average dodo is level 180-260... It also doesn't help the pegos and dilos are almost oneshotting players due to this. Not all dino options seem to be affected by this, and it makes me wonder why some dinos don't seem to scale with the server properly. I know that the wyverns and rock drakes scale properly for sure from actually playing them.

"just use custom dino and spawn a levelled ravager then..." I would, if the custom dino function worked like the rest of the mod. If my dino I get using that dies I don't die, and there's no way to respawn it. Rather pointless to be honest.
