help With Direwolf Packs

When I howl, even if next to a wolf (Not mate boosted or anything) it won't join - how come?

Sometimes they're in their own pack, which means they're not able to join yours.

Yeah I though so, but I haven't been able to find any 'lone' wolves :/

On servers you can't get wolves in your pack that belonged/ had belonged to another player, maybe that could be a problem.
