Report a translation problem
1. You kill the Jarl, the city gets destroyed and all the people die.
2. Masie or Ulrin kills the Jarl and the city gets destroyed, but everyone except the Jarl escapes.
3. You meet with the Arbiter and convince him to quit enforcing the Dwarves' Law. The city is saved.
In all of these endings, you can still save Cassia's brother. The only way to fail that part of the quest is if you decide to be a jerk and kill him yourself. You will also be forced to kill him if you chose to be a jerk and killed Cassia earlier, as he will quickly discover the body and figure out what happened.
